You are on the administrative staff of a small community hospital. One of your colleagues, Jerome Baker, has been charged with collecting patient satisfaction information from patients discharged from your facility. While your hospital already has access to the Medicare Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey, more detailed patient satisfaction information is being considered. He comes to you and asks your opinion on the relative merits of developing a survey instrument in-house versus using a commercial instrument. He has found that there are several instruments on the market, but they are all fairly expensive and lack some of the information that the hospital would like to have.

Prepare a memo to Mr. Baker identifying at least two strengths and two weaknesses of developing an in-house survey instrument, and at least two strengths and two weaknesses of using a commercially available survey instrument.
