You are the human resource director for a mid-size city. You were directed by the city manager to put together a committee of supervisors to review performance appraisals and answer the following questions. After conducting the committee research, you are directed to put together a memorandum for the city manager that explains the committee’s findings to the following questions.

1. Based on the assigned textbook, what type of performance appraisal would be the best type of appraisal for public service employees. Provide details, comparisons and or examples that the committee discussed.

2. Typically, when this city does layoffs, the layoffs are done by seniority. Should the city also consider performance appraisals? Would there be any legal implications if performance appraisals were included?

I have written a 2 page memo but after submitting it , I need to rephrase it cause its too similar to other students. So I just need help rephrasing the memo.
