    Scenario: Farmer Ted Vincent owns 10,000 acres of land in southern West Virginia. There is a stream that runs through the property that feeds into the local water reservoir. The Federal government has ruled that Farmer Ted can no longer use his land to grow wuzzle berries due to the fertilizer and insecticide runoff into the stream. If he can not grow crops on his land, he will be out of business and stuck with essentially useless property.
