What do you think would happen if a hospital administrator directed an ambulance to take a patient to another hospital because the individual is uninsured?

Article 25 of the 1948 UDHR and the Constitution of WHO are examples of positive expressions of health as a human right.

Using South University Online Library or the Internet, search for “health as a human right, a perspective from the WHO,” put forth in the UDHR. Conduct a research on this topic. Your research should include key features of the decisions, investigations, and laws you analyzed during the research.

Your research should also include answers to the following questions:

  • Analyze the purpose of Article 25 of the 1948 UDHR and the Constitution of the WHO.
  • In your opinion, do these two positive laws contradict the no-duty principle in the United States? Why or why not?
  • The term “the right to make informed health care decisions” is an important health care right of patients that have the right to make informed decisions about the direction of their care, including refusing treatment. Give your views on this statement and support your answer using relevant references.
  • Compare and contrast the terms “the right to make informed health care decisions” and “the right to health.”
  • In your opinion on life or death situations, do you think individuals should be allowed to refuse treatment? Why or why not?

After answering the above questions, read the following statement:

The Emergency Medical Treatment and Active Labor Act (EMTALA) protects the rights of the poor and uninsured by stating that a hospital cannot refuse emergency treatment because of the patient’s inability to pay (patient dumping). Based on this statement, answer the following questions:

  • Explain and analyze two key duties of hospitals under EMTALA.
  • What do you think would happen if a hospital administrator directed an ambulance to take a patient to another hospital because the individual is uninsured?
  • Explain what impact this act might have on private hospitals. How does this act impact other publicly funded programs in the state?

What are the threats to the emotional development of a child born to a teen parent versus an older parent?

Birth through Adolescence Scenarios

The news headlines provide a constant supply of social scenarios that present us with opportunities to contemplate socioemotional development. How are the emotional and social characteristics of a child affected by trauma, adversity, or challenge? Conversely, what role does a child’s socioemotional development play in shaping society’s response to issues such as teen pregnancy and bullying?

To prepare for this Discussion, review this week’s Learning Resources.

By Day 3, post a comprehensive response to one of the following:

  • What are the threats to the emotional development of a child born to a teen parent versus an older parent?
  • When children commit violent crimes, should they be tried as adults?
  • What makes early childhood and young adulthood a vulnerable time for humans to be affected by bullying?

Include specific examples to help support your position. Be sure to use supporting documentation and cite your sources in correct APA format.

APPLICATION DUE SUNDAY

Application: Synthesis Paper

Socioemotional development determines how we see ourselves and how others see us. This two-way interchange begins during our earliest experiences with our primary care givers and continues through to our final moments.

This week, you will begin work on a paper in which you will synthesize information presented in Weeks 4 and 5. The Synthesis Paper is due by Day 7 of Week 5.

To prepare for this Synthesis Paper, review this week’s Learning Resources. Then select a socioemotional issue, such as self-esteem, risk taking, body image, gender identity, disability, forming relationships, or another issue of your choosing.

To complete this Synthesis Paper, write a 2- to 3-page paper in which you examine how the issue you select manifests in each of the following developmental stages:

  • Early childhood
  • Adolescence
  • Early adulthood
  • Middle adulthood
  • Late adulthood

You should provide examples of the issue you select at each developmental stage of human aging. Cite at least two sources from the Learning Resources in your paper.

Your written assignments must follow APA guidelines. Be sure to support your work with specific citations from this week’s Learning Resources and additional scholarly sources as appropriate. Refer to the Essential Guide to APA Style for Walden Students to ensure that your in-text citations and reference list are correct.

APPLICATION DUE SUNDAY

Application: Decision Support Systems

To prepare for this Application Assignment, review this week’s readings and websites. Then pick ONE scenario below to address for this week’s Application.

Construct a convincing argument in 400-500 words that explains the benefits and the challenges of using a CDS in the clinical situation you choose. Use your readings to support your rationale.

The following three scenarios depict examples of the use of CDS (Healthcare Information and Management Systems, 2012, Retrieved from http://s3.amazonaws.com/rdcms-himss/files/production/public/HIMSSorg/Content/files/CDS101WebSite.pdf:

Scenario A
You are a nurse on a busy surgery unit in an acute care hospital. Every time you administer a medication, you are required to scan the bar codes of your patient’s wristband and the medication. Occasionally, this process prompts an alert that the medication you are about to administer is contra-indicated for your patient.

Scenario B
You are a primary care physician in a large group practice that uses an electronic health record (EHR). At the beginning of each visit, you view a dashboard of preventive care measures – like flu vaccine, colon cancer screening, cholesterol tests – that are due for your patient, based on age, medical history (problem list), and medication list stored in the EHR.

Scenario C
You are a care manager in an emergency department. Thirty patients are in the unit right now, and new lab results, imaging studies, and orders are constantly being posted on all of them. You have a visual “air traffic” tracking display which shows which patients have not been seen yet, which have new orders to process, which have abnormal lab results, which ones have been in the unit more than four hours, which have inpatient beds ready, and more. Your status display filters and reformats all the information to help you know where to direct your attention next.

Your written assignments must follow APA guidelines. Be sure to support your work with specific citations from this week’s Learning Resources and additional scholarly sources as appropriate. Refer to the Essential Guide to APA Style for Walden Students to ensure your in-text citations and reference list are correct.

Describe at least two examples of each factor as they relate to the behavior.

Phase 3 of the PRECEDE-PROCEED model is the education and ecological assessment. After the key risk factors have been identified, they are classified into three categories: Predisposing, reinforcing, and enabling factors. Approaches to these factors may vary depending on the setting, so it is important to take both the factors and the setting into account in the program planning process.

In Week 1, you selected and analyzed a health issue, (Unprotected intercourse among teens) explaining the populations or groups most affected by it. In Week 2, you examined the behavioral and environmental risk factors related to your selected health issue. This week, based on your analysis in Week 2,select one or two behavioral risk factors as the focus for the final project.

Week 3 Tasks:

Using the readings for the week, the South University Online Library, and the Internet, research risk factors. Write a 4–6-page educational assessment paper.

Complete the following:

  • Identify one or two behavioral risk factors related to your selected health issue (Unprotected intercourse among teens). Justify your choices using scholarly references.
  • Identify the predisposing, reinforcing, and enabling factors for each selected behavioral risk factor.
  • Describe at least two examples of each factor as they relate to the behavior.
  • Discuss the advantages and disadvantages of two different settings that can be used to address the health behavior in the targeted population.

Support your statements with scholarly references and appropriate examples.

Cite all sources using the APA format. Make sure all references are cited in APA format. References should be current at least within the last 5 years. Remember that references should be used to support your peer responses.

Identify and describe any factors that can explain differences in performance measures. Find one scholarly article that could explain the differences.

Submit a 2- to 3-page paper, double-spaced, that addresses the following:

  • Describe the two organizations you selected and explain why you chose them.
  • Summarize how your local organization compares to the local competitor, state averages, and national averages using the benchmark data from the three Compare sites in this week’s Resources.
  • Identify and describe any factors that can explain differences in performance measures. Find one scholarly article that could explain the differences.
  • Explain how these differences in performance measures might impact nursing practice.
  • Analyze the effect of publicly reported data on the quality and safety of care for ONE of the following organizations. Select hospitals, nursing homes, OR home health agencies, and analyze the effect of the data listed under that organization:
    • For Hospitals:
      • Patient Survey Results
      • Timely and Effective Care
      • Readmissions, Complications, and Deaths
      • Use of Medical Imaging
      • Linking Quality to Payment
      • Medicare Volume
    • For Nursing Homes:
      • Overall Rating
      • Health Inspections
      • Staffing
      • Quality Measures
    • For Home Health Agencies:
      • Quality of Patient Care
      • Patient Survey Results
  • Finally, address how this would not happen without standardized data.
  • Clinical quality measures (CQMs) are tools that help to measure and track the quality of care provided in hospitals, nursing homes, and home health care. These measures were developed by the Centers for Medicare and Medicaid (CMS) and use data to examine the ability to deliver high-quality care. CQMs are used to measure many aspects of patient care, including clinical processes, health outcomes, patient safety, and adherence to clinical guidelines. Measuring and reporting CQMs helps to ensure that a health care system is delivering safe, timely, efficient, effective, equitable, and patient-centered care. Hospital Compare collects this data from participating hospitals, nursing homes, and home health care agencies across the United States. The data is reported on the websites with links provided so that the information can be reviewed by prospective patients, insurers, and the public. As nurses, many of us participate in the implementation of the “core measures” in our facility and may recognize when we have a “fall out” or do not meet that standard. In this Assignment, a review of your facility and another that you consider comparable or a competitor to your own will facilitate the nurses’ role in quality improvement and patient safety issues that impact the clinical setting.

    For this Assignment:

    • Explore at least one of the CMS Compare sites provided in this week’s Resources.
    • Select two local organizations using benchmark data to focus on for this Assignment.
    • Compare the performances of these two organizations to each other and to state and national averages.
    • Find one scholarly article that could explain the differences you observed.
