1. Transportation – Bus System
- Specifically, at Rutgers I believe using measurement to improve the daily operation of the bus system could really benefit the university by allowing for smoother transportation systems that come in a timely manner. There is not a Rutgers student that has not complained about the bus system currently in place. The text mentions using a systemic process in order to generate a useful performance measure. This would include identifying the customers and their requirement. This would be Rutgers students and time and the requirements would be buses that go according to a bus schedule and a larger abundance of buses. In order to address this issue flow charts and maps should be made to measure the distances the buses travel and give better accuracy to when the bus will get at the stop. Also reconsidering the stops should be considered based on student/staff preference. A process map will help understand the key requirements, and the flow chart will help get rid of current errors in the system. Based on the flow chart it can be determined if additional buses or stop needs to be added.
2. GPA/Grading System
- Currently the grading system is really inconsistent since each professor has their own way of doing things. An A in one class can be significantly lower pointage than in another. In order to address this issue it might be better to think of a new measurement system for grading that allows for uniformity among the institution, so it can give more accuracy to things like class rankings. A general flow chart can be created that shows professors in what way to grade and the process. By doing so it will create more structure, and all classes will be consistent but still have different styles of work.

Measurement is the assigned numerical value to some variable of interest. These numerical values help us quantify value on a scale and allow us to better assess improvement and make data driven decisions instead of gut instinct. For instance, two ways that daily operation can be improved here at Rutgers School of Business include parking operations during the Fall Semester when basketball season begins and improvement of overall student registration.
When the basketball season begins towards the tail end of the fall semester, parking at RBS becomes near impossible. On game nights, it becomes increasingly difficult for students to park because parking operations tends to favor fans attending the games vs students that have already paid for parking at the beginning of the school year. While I do believe that games being played just during the weekend is a near impossibility, parking operations should work cross functionally with the registrar’s office and the athletics departments to get data on which days are least likely to have the largest population of students attending evening classes and schedule games on those days. Parking operations should then provide designated overflow parking and schedule buses to transport students from overflow parking to RBS. The number of buses per trip between 5-6 PM and again after 9:30 PM would depend on the number of students likely to need the service. A weekly sign up during the beginning of basketball season and the end of the semester would help to measure and determine how much in resources would be needed.
Rutgers University overall is a business that thrives on its reputation for educating future leaders and its marketing campaign to bring in students year after year. As noted through the pandemic, it has become less necessary to have a physical presence in the classroom to effectively learn. Rutgers should focus on gathering data to how likely it would be for students to want to enroll in strictly online classes vs in class or hybrid models. While Rutgers does offer online programs, with the usage of Canvas and Blackboard as well as conference softwares, the outcome of this data may also lend itself to offering employment opportunities to wider pool of candidates without having to live in the state of NJ. The smaller on campus foot print and larger educational community may increase finances for the university without making the problem of parking a much bigger problem.

The first thing that comes to mind when thinking of ways that measurement can be used to improve the daily operation of Rutgers University is regarding the course registration process, specifically it would be to track how many special permission numbers (SPNs) are requested by students. Building on that even further, would be to track how many communications are necessary to successfully deliver a SPN for a student each time one is requested, and how many SPN requests result in denial of a SPN. This example comes to mind because during my graduate studies so far at Rutgers I have needed at least one SPN per semester and each time it has taken multiple correspondences to get a SPN that is successful. The need for a SPN adds extra time to the registration process (which is time sensitive) for the student and adds potentially unnecessary administrative work for Rutgers staff (during peak times in a university schedule).
The goal for measuring these SPN occurrences would be to find the optimal number of student openings per class, determine if further automation of student credential checks is necessary in webreg or if further streamlining of the process for providing SPNs is necessary. In this case, the main improvement would be reducing the time spent by students to register for classes by refining the criteria that prompts the need for a SPN to register. If the measurement shows that there is not much room for improvement in terms of lowering the number of SPN requests, another area of improvement to focus on would be creating a streamlined SPN process that is successful on the first try and takes less time for students and staff.
