After a tragic first half to the 20th Century, marked by two world wars with over 100 million dead, Europe has known peace and relative security for over seven decades – a significant accomplishment. Built on a foundation of collective security and deterrence via NATO and political/economic cooperation through the EU, Europe has achieved profound success despite many challenges. That sense of success evaporated in 2014 when Europeans were caught by surprise as Russia invaded Ukraine’s Crimean Peninsula, a former Soviet territory. What foreign policy and security initiatives have Europeans (and their North American allies) committed to since 2014 in order to counter this new Russian expansionism?
