In the context of national security, the National Infrastructure Protection Plan (NIPP) framework assesses risk as a function of threat, vulnerability, and consequence. You have already done most of the hard work in assessing each of these elements. Let’s review the definition for each element according to the NIPP (2013).

  • ?  Threat: Natural or manmade occurrence, individual, entity, or action that has or indicates the potential to harm life, information, operations, the environment, and/or property
  • ?  Vulnerability: Physical feature or operational attribute that renders an entity open to exploitation or susceptible to a given hazard
  • ?  Consequence: Effect of an event, incident, or occurrenceProvide a brief overview of the objective process you used to determine each element (Threat, Vulnerability, Consequence). Essentially, describe the process you used to make each determination and assign a score. Share the score for each category, your risk calculation, and risk level. As a reminder, we are not using the all-hazards approach to risk analysis.To calculate risk, we will use the formula that you have already seen: R = T x V x C. You have already done the assessments for threat (T), vulnerability (V), and consequence (C), so you simply need to gather those values for the final calculation:
  • ?  T: Use the value from your threat assessment from the Milestone One worksheet (using a scale of 1–10).
  • ?  V: Use the vulnerability assessment value from the Module Five worksheet (using a scale of 1-12).
  • ?  C: Use the consequence assessment value from the Module Six short paper (using a scale of 1-10).Example:
  1. Calculate the value for R by multiplying the values. For example, if T = 7, V = 4, and C = 5, then R = 7 x 4 x 5 = 140.
  2. Determine the risk level for this value using the table below. In our example, the risk level is moderate because 140 falls between 101 and 600.
