Earlier in this module, you read about the history and activities of several international terrorist organizations. Terrorist organizations come and go, but have any ever been truly successful in achieving their stated aims? This discussion addresses this question and asks you to compare the experiences of various historical and modern-day international terrorist organizations, as well as those of the nation’s combating these organizations.

Respond to the following:

Articulate counterterrorist options as predicated on characteristics of the movement, overall nature of environment and political goals and explain how counterterrorism in the Post September 11, 2001 era is adapting to new fronts in the global war on terrorism, by responding to the following questions:

• Question 1: What does it mean to “win” a struggle against a terrorist organization and has any nation ever done it? Explain.
• Question 2: Was the victory short-lived or seemingly permanent?
• Question 3: Conversely, has a terrorist organization ever “won” in its conflict against a nation and what does that mean? Explain
• Question 4: Cite specific examples from the readings and research you have done, and define what you mean by the term “won” (achieved their ends, spread, or destroyed an ideology, etc.).

Impact of Elite Units Many terrorist organizations operate across international borders and in many nations, making them much harder for a single nation to track and contain. In this discussion, you explore the intricacies of the challenge of combating these cross-border organizations and identify the type of international response that is appropriate and effective in curtailing their activities.

Respond to the following:

• Do international terrorist organizations or movements, such as Al-Qaeda, that operate across international borders require an international agency to track and combat them? If so, which international agency or body should be responsible for combating cross-border terrorism?  If not, how should nations fight these cross-border organizations?
• In your response, be sure to consider the relevant international laws and treaties that allow for or restrict the types of activities required to track and combat these organizations.
