here is no simple answer to the question ‘what is a crime?’ and therefore no single answer to ‘what causes crime?’ Crime is a highly complex phenomenon that changes across cultures and across time. Activities that are legal in one country are sometimes illegal in others. As cultures change over time, behaviors that once were not criminalized may become criminalized (and then decriminalized again).

In the textbook (The Criminology: The Core, By L. Siegel), numerous criminological theories attempt to explain why people commit a crime. Criminologists devote themselves to measuring, understanding, and controlling crime and deviance. Deviance includes a broad spectrum of behaviors that differ from the norm, ranging from the most socially harmful to the relatively inoffensive. Criminologists are often concerned with the concept of deviance and its relationship to criminality.
