Grossmont College Gang Units Assistance Winter Jones Case Q&As
BACKGROUND:
Detective Brown briefed the Homicide Unit on the progress of her investigation in the event that Winter JONES dies from her injuries. At that briefing were two detectives from the Gang Suppression Unit, Detective Rubio and Detective Jackson. Each are veteran detectives with more than fifteen years in law enforcement each. Jackson spent five years on the departments full-time SWAT Team and is an expert marksman. Rubio was assigned to the Criminal Intelligence Unit for three years and has a lot of Federal contacts. Both are regarded by their peers as hard-charging, no-nonsense cops. They also have a reputation of bending the rules to get the bad guys. The Gang Suppression Unit has won nationwide praise for their effectiveness at lowering gang related crimes. Also present was Probation Officer Dominguez. He is temporarily assigned to the Gang Suppression Unit as part of the County’s gang reduction initiative. Dominguez has the authority to stop and search anyone on probation without needing probable cause. He can also enter their homes and vehicles, and search the areas under their control by law.

- Detective Jackson tells Detective Brown that he is very familiar with the 50th Street Gang and the Eastside Crew. Detective Jackson says that he can put extreme pressure on them to see if they know anything about Winter JONES being trafficked. - Detective Rubio offers to use his Federal contacts to get the cellphone unlocked. He knows a private company that can bypass the password and provide complete access to the cellphone without a warrant (since Winter is not a suspect). Brown would have to check the phone out of evidence and give it to Rubio for a few days without listing the company involved. Rubio tells Brown that she wouldn’t be able to use the data in court but it could be used to confirm her suspicions and maybe point her in the right direction for her investigation.
