Since the fall of the Berlin Wall, intelligence has also focused on the threat from non-state actors, particularly terrorist organizations.  What are the best strategies for collecting strategic and tactical intelligence against terrorist organizations?   What are the differences between collecting, analyzing, and disseminating intelligence focused on terrorism versus state actors? What role does the intelligence cycle play in this process? Whose responsibility is it to develop intelligence focused on terrorism?
