Rome had initially used its military for defensive purposes. Originally the military was not a full time force so Rome raised a new army every year usually around spring and the campaigns lasted until fall ending with a celebration. The military campaigns did not initially eliminate their enemies unless Rome felt pressed to do so.
Around 499-496 BCE, the expelled seventh King of Rome unified a force of thirty city states near Rome to attack the city. The battle became known as the Battle of Lake Regillus and ended with a resounding victory for Rome. This started the period of expansion for the Roman Republic by acquiring and consolidating the city states that lost into Rome’s control. Rome conquered the neighboring Etruscans and Latin’s within Italy while they began to evaluate potential threats outside Italy such as Greece.
