This is a Debate topic where I must support the question “Do the Police Discriminate Against Racial Minorities?”  

There are a couple of ways you might go about writing your position paper. First, you could adopt the position of a particular organization or institution in the debate. For example, you could adopt the position of the various groups associated with the Black Lives Matter movement, or you could adopt the positions of the Trump Administration and/or the police unions. Second, you may choose to focus on one aspect of the debate about the relationship between policing and minority communities and elaborate upon it fully in your position paper.  You do not necessarily have to focus on every dimension of every problem associated with policing. So, you could focus on the evidence, or lack thereof, regarding the relationship between policing and the Black Community, and the relationship between race, poverty, crime rates and policing practices. You could discuss whether police departments should have their budgets cut or increased, the racial composition of police departments and its relationship to policing practices, the likelihood that minorities will be disproportionately subject to police brutality and/or use of force, methodological issues associated with arrest data and/or measuring racial bias or use of force in policing, whether racial bias is unintentional or intentional, the role of community policing, militarism in policing, and public opinion towards racial bias in policing
