Privileging Surgeons Analysis

I’m studying for my Health & Medical class and need an explanation.

After reading Chapters 7 and 8 (especially pages 139-141), analyze the following facts and write a brief decision:

As a hospital administrator, you are on the committee that decides whether to grant hospital privileges to physicians.

Doctor Freeman is requesting privileges to perform a laparoscopic laser cholecystectomy in your hospital.

He has told you that he went to a half-day workshop on laparoscopic laser cholecystectomy three weeks ago that was put on by the manufacturer of the laser laparoscopy tools. Laparoscopic laser cholecystectomy is a process whereby one can use a laser to remove the gallbladder through one of three small holes that are cut in the patient’s abdomen.
Last week, Dr. Freeman, received a referral for a patient who needs that procedure.
He has presented a workshop certificate to you from his half-day workshop. He has never performed this procedure and has never assisted another surgeon performing the procedure. He has seen a video of the procedure and worked with the laser laparoscopy tools in a practice session at the workshop.

Dr. Freeman currently has surgical privileges at your hospital, but not for this particular procedure. He did not have formal residency training in laparoscopy.

Would you vote to grant Dr. Freeman privileges to perform the procedure at your hospital. Why or why not?  What guidelines or rules do you feel the hospital should follow with regard to granting Dr. Freeman privileges.
