Research and write a memorandum-style assessment of a newspaper or magazine article, an Internet-based article, or some other professional source that addresses issues pertaining to administrative discretion. Sources could include The Wall Street Journal, The Economist, or other scholarly and highly respected sources. Under no circumstances will anything derived from Wikipedia be accepted as a source.

All sources must be referenced and listed on the last page of the memo in APA style (Publication Manual of the American Psychological Association, 6th edition).

Your memorandum should discuss:

1. Why the topic you chose represents an administrative law issue
2. A general summary of the salient issues represented
3. An evaluation of whether the article appears to have any bias associated with it and why
4. An assessment of the administrative policy and/or legal goal, if any, sought by the author
5. What utility this article may or may not have for public administrators?

Your memorandum must be 3 to 4 pages long, typewritten in 11- to 12-point font, and double-spaced.
