  1. This assignment is broken into 2 parts. In Part I your team will examine how your chosen city or county government, from Week 2, characterizes their financial position. In Part II you will be combining Part I with your previous week’s work to create a comprehensive evaluation of your chosen city’s or county’s budget and financial position.

    Part I

    Using the information contained in your city’s or county’s CAFR, describe their financial position.
    Consider the following in forming your view of their financial position:

    • What are the fund balances in each reported fund?
    • How does the government examine the results for the general fund? Review the management discussion and analysis section.
    • What notes and material changes are in the CAFR?
    • Can you identify any significant policy changes?

    Summarize the financial position in 1- to 2-page paper.

    Part II

    Create a 12- to 15-slide Microsoft PowerPoint presentation with speaker notes assessing the city’s or county’s budget, policies, financial position, and outlook.
    Include the following in your presentation:

    • Political, economic, social, and cultural influences on the public budget
    • Forecast approaches and rationale
    • Effects of public policy and the political process affecting the city’s or county’s budget
    • Elements involved in the budget preparation, enactment, and execution
    • The city’s or county’s financial position
    • Your team’s official opinion on the city’s or county’s financial outlook

    Include a slide with APA-formatted references.
    Submit your team’s summary from Part I and your presentation from Part II.
