This activity addresses module outcomes 2 & 4. Upon completion of this activity, you will be able to:

  • MO2: Explain how and why terrorism is defined differently by different organizations within the United States government. (CO1)
  • MO4: Differentiate among terrorism, insurgency, warfare, and criminal acts. (CO1)

Just who are these terrorists? Clearly, terrorism is a violation of the law, and so terrorists must be criminals, right? There are important distinctions, however. People often use the term “terrorist” interchangeably with “insurgent,” particularly when talking about asymmetric attacks during a war. There are important distinctions between terrorism and insurgency however, and in this discussion, you will address these distinctions.

Respond to the following:

For this discussion, compose your response (300-400 words in length) to the following questions and post it to the discussion forum.

  • Question 1: What makes a terrorist different from an insurgent or criminal?

In your response to question 1, be sure to include:

a. What do you see as the primary differences between a terrorist and a criminal?

b. Should terrorists and insurgents receive different punishments under law for 3. committing the same act? Explain your response.

c. Do you believe motivation and intent should matter in how these two terms are defined?

  • Question 2: How are terrorist actions different from asymmetric military actions? (You may want to do some quick Internet research on asymmetric warfare.)
  • Question 3: What is an insurgency, and do you feel that a conventionally defined terrorist group is different from an insurgent group?
