Does the rapid pace of new technology development make cyberbullying difficult, or even impossible, to stop?

Cyberbullying has emerged as a serious problem as communication technologies have developed. The consequences can be as severe as the victims of the cyberbullying committing suicide. Cyberbullying is defined by the U.S. Department of Health and Human Services as:

bullying that takes place using electronic technology. Electronic technology includes devices and equipment such as cell phones, computers, and tablets as well as communication tools including social media sites, text messages, chat, and websites.

As technology continues to develop, new apps become available that some people use for cyberbullying. Although the underlying intent behind creating new apps might not be to allow new venues for cyberbullying, people often use apps for their own goals. One app that has gained popularity in cyberbullying is Yik Yak. This app has become popular among young people because it is perceived as beyond the surveillance of parents and educators, unlike Facebook or other social media sites. As new apps are developed, parents and educators might not be able to keep up with these new apps. As the technological landscape changes, cyberbullies will find new routes to harass others.

Although particular apps can be identified, is it possible to stay on top of all of the new communication technology and apps that are being developed?
