Upon completion of the Required Readings, write a thorough, well-planned narrative answer to the following discussion question.  Rely on your Required Readings and the Lecture and Research Update for specific information to answer the discussion question but turn to your original thoughts when asked to apply, evaluate, analyze, or synthesize the information.  Your Discussion Question response should be both grammatically and mechanically correct and formatted in the same fashion as the question itself.  If there is a Part A, your response should identify a Part A, etc.  In addition, you must appropriately cite all resources used in your responses and document in a bibliography using APA style.

Discussion Question 1 (50 points)

Your department has instituted an incentive program.  Officers will be given annual reviews as usual, but instead of the standard cost of living adjustment (COLA), officers will receive an NI (needs improvement), M (meets standards), E (exceeds standards) or FE (far exceeds standards) adjustment.  Those receiving an M will get the standard COLA, those receiving an E will get an additional 2%, and those receiving the FE will get an additional 4%.  As chief, you will be responsible for setting the standards for earning such reviews.

Incidentally, you are the chief of a 100-officer department, and your budget, as approved by the city council, has authorized you to award up to 10 officers with an E and up to five officers with the FE.
